When starting the search for your board, you will need to honestly assess your skill level. Choosing the right board includes a few factors, including your skill level, your size or height, and what type of surfing you want to do.
Deciding what to do is all just a matter of experience. Test the water first, you might be able to get away with board shorts, but I would recommend a rash vest also. When the wind is right and the swell is from the northwest usually presents the best conditions for this beach.
Any surf instructor worth their salt will make sure that you only surf in conditions that are safe for your level of experience. Each variation of the surfboard was designed for particular types of waves, surfing conditions, and skill level. San Diego surfing, around Encinitas and La Jolla is also incredible.
So get yourself an instructor, suit up, grab a board and hit the beach! It's like learning to walk, you will fall at first, but you will get better and better.
